The CAS operates on a mixed economic model. Internal school courses are provided at no cost to civil servants. External Development Wing courses are priced for the commercial market. Programs courses are billed to sponsoring ministries on a cost-recovery basis.

Government Standard Training — No Cost

All GST courses are provided at no cost to the candidate or the sponsoring ministry. The institution's GST mandate is to reach every civil servant regardless of rank or location; pricing would undermine that mandate. GST is funded through the institution's general fund, which is supported in part by EDW revenue.

Programs — Cost-Recovery, Ministry-Billed

Programs courses are billed to the sponsoring ministry by purchase order. Fees are set on a cost-recovery basis: the fee covers instructor time, case material development, platform overhead, and facility costs, plus a modest surplus reinvested in the institution's work. Specific fees are published per cohort and are available from the Programs office.

Languages & Cultures — No Cost

Language proficiency certification is provided at no cost to civil servants. The Anishinaabe curriculum development programme is the institution's most expensive and least commercially viable activity; it is cross-subsidised by EDW revenue and supported by the general fund.

External Development Wing — Commercial Pricing
